Caught On Tape: National Guard Troops Patrol California City, Conduct New Jersey "Homeland Response Drill"

Late last week, when we covered the various signs that "something big" may be coming, we discussed the one "exercise that people have really been buzzing about" - operation "Jade Helm", an “unconventional warfare exercise” during which the states Texas and Utah will be designated as hostile territory.

As previously profiled, "Jade Helm is a challenging eight-week joint military and Interagency (IA) Unconventional Warfare (UW) exercise conducted throughout Texas, New Mexico, Arizona, California, Nevada, Utah and Colorado,” according to an unclassified military document announcing the training drill, which runs from July 15 through September 15.

Multiple branches of the US military, including Green Berets, Navy Seals, and the 82nd Airborne Division, will participate in the 8-week long exercise, which may result in “increased aircraft in the area at night.”

Troops will be tasked with honing advanced skills in “large areas of undeveloped land with low population densities,” and will work alongside “civilians to gain their trust and an understanding of the issues.”

The exercise, in which some participants will be “wearing civilian clothes and driving civilian vehicles,” lists Texas and Utah as “hostile" territory.

So while there are still three months until Jade Helm officially opens, various documented reports of substantial national guard drills and troop exercises are starting to trickle in early. As Paul Joseph Watson notes, the first documented proof of National Guard drills comes from Ontario, California where National Guard troops can be seen patrolling residential streets and practicing traffic control.

In the video troops, followed by a humvee, are seen marching close to an elementary school and single family homes.

“I just watched it again and recognized the low block wall and the elementary school! It was right there where my sister and her husband live! OMG how frightening!” one YouTube commenter responded, while others insisted the patrols were a routine occurrence.

However, another respondent insisted that the patrol was not normal.

“During the last few seconds I got a quick glimpse of my sister and brother-in-laws house on Fuschia. Ave,” wrote the commenter.”That motorcycle was parked almost in front of their house. They told me they saw this procession going on from their front yard. They have lived in that house for 30 or so yrs and this is the first time they have seen this type of thing in their neighborhood. Might be a common thing to do their training someplace else but not in that area.”

This is not the first such clip: a disturbing video out of Fort Lauderdale, Florida last month also showed military and law enforcement practicing the internment of citizens during martial-law style training.

Meanwhile on the eastern US easboard, the PostStar reports that nearly 600 Army and Air National Guard forces from New Jersey and New York "are preparing for the worst."

They are participating in a homeland response force drill at New Jersey's Joint Base McGuire-Dix-Lakehurst on Friday.

The troops specialize in rescue, security, decontamination and medical treatment.

The units will train to rapidly assess and identify a chemical, biological, radiological or nuclear incident.

Of course, the bigger concern is that the real motive behind this major national guard exercise is not a focus on a "defensive" drill from an outside threat, but one dealing with a domestic threat.

How is that possible, some would say? Could the national guard really be preparing for a confrontation with the US population?

Unfortunately the answer is yes, as we reported last August in "Under What Conditions Can The US Army Engage Citizens: The Army's "Civil Disturbances" Primer" which lays out not only when the US Army (and national guard) can engage the US population, but lays out clearly the protocol under which the US army is specifically permitted to engage in "PSYOPs" against the US population.

Here are the salient points, as reported previously, from the primer which begins with the umbrella statement:

Civil unrest may range from simple, nonviolent protests that address specific issues, to events that turn into full-scale riots. Gathering in protest may be a recognized right of any person or group, regardless of where U.S. forces may be operating. In the United States, this fundamental right is protected under the Constitution of the United States...

"Protected" it may be, but as usual, the interpretation of the Constitution is in the eye of the beholder, or more appropriately, gun holder. Because shortly thereafter we further read the following:

The Constitution of the United States, laws, regulations, policies, and other legal issues limit the use of federal military personnel in domestic support operations.Any Army involvement in civil disturbance operations involves many legal issues requiring comprehensive legal reviews. However, federal forces are authorized for use in civil disturbance operations under certain circumstances.

What circumstances? For the answer we turn to section, 2-8. To wit:

The Constitution of the United States provides two exceptions for which the Posse Comitatus Act does not apply. These exceptions are based upon the inherent right of the U.S. government to ensure the preservation of public order and to carrying out governmental operations within its territorial limits by force, if necessary. These two exceptions are—

• Emergency authority. A sudden and unexpected civil disturbance, disaster, or calamity may seriously endanger life and property and disrupt normal governmental functions to such an extent that local authorities cannot control the situation. At such times, the federal government may use military force to prevent the loss of life or wanton destruction of property and to restore government functions and public order. In these circumstances, federal military commanders have the authority, in extraordinary emergency circumstances where prior authorization by the President is impossible and duly constituted local authorities are unable to control the situation, to engage temporarily in activities that are necessary to quell large-scale, unexpected civil disturbances (see DODD 3025.18).
• Protection of federal property and functions. When the need for the protection of federal property or federal functions exists, and duly constituted local authorities are unable to, or decline to provide adequate protection, federal action, including the use of military forces, is authorized.

2-9. Laws passed by the U.S. congress include four exceptions to the Posse Comitatus Act. With the first three laws discussed below (10 USC 331–333) there is a prerequisite that the President must take personal action, including the issuance of a proclamation calling upon insurgents to disperse and retire peaceably within a limited time. The four exceptions, based on law are—

• 10 USC 331. When a state is unable to control domestic violence and they have requested federal assistance, the use of the militia or Armed Forces is authorized.
• 10 USC 332. When ordinary enforcement means are unworkable due to unlawful obstructions or rebellion against the authority of the United States, use of the militia or Armed Forces is authorized.
• 10 USC 333. When a state cannot or will not protect the constitutional rights of the citizens, due to domestic violence or conspiracy to hinder execution of State or Federal law, the use of the militia or Armed Forces is authorized.
• House Joint Resolution 1292. This resolution directs all departments of the U.S. government, upon request of the Secret Service, to assist in carrying out its statutory duties to protect government officials and major political candidates from physical harm.

In other words, if and when the US Armed Forces decide that rioting infringes upon any of these exclusions, then the constitution no longer applies and the use of lethal force becomes a viable option against US citizens.

It gets worse, because whereas one would expect that a "Constitutional expert" such as the president, Barack Obama would be the one tasked with interpreting if and when the Constitution no longer applies, the primer is quite explicit in handing over responsibility to "federal military commanders":

... federal military commanders have the authority, in extraordinary emergency circumstances where prior authorization by the President is impossible and duly constituted local authorities are unable to control the situation, to engage temporarily in activities that are necessary to quell large-scale, unexpected civil disturbance.

So should Obama resume his vacation even as things in Missouri escalate dramatically, and be "unreachable", it may well come to pass that Obama's opinion will be irrelevant not only whether the National Guard should be unleashed in Ferguson, but whether Posse Comitatus is suddenly null and void.

The good news: the use of lethal force is not the only option the US Army would have if and when it engages with the population. US citizens may simply  be herded into "temporary internment camps" for reindoctrination purposes under the supervision of PSYOP Officer (no really, they used that word), as follows from the Army's FM3-39.40 "Internment and Resettlment Operations" manual:

Internment and Resettlement (I/R) operations facilitate the ability to conduct rapid and decisive combat operations; deter, mitigate, and defeat threats to populations that may result in conflict; reverse conditions of human suffering; and build the capacity  of a foreign government to effectively care for and govern its population. This includes capabilities to conduct  shaping operations across the spectrum of military operations to mitigate and defeat the underlying conditions  for conflict and counter the core motivations that result in support to criminal, terrorist, insurgent, and other destabilizing groups. I/R operations also include the daily incarceration of U.S. military prisoners at facilities  throughout the world.

An adaptive enemy will manipulate populations that are hostile to U.S. intent by instigating mass civil disobedience, directing criminal activity, masking their operations in urban and other complex terrain,maintaining an indistinguishable presence through cultural anonymity, and actively seeking the traditional sanctuary of protected areas as defined by the rules of land warfare. Such actions will facilitate the dispersal of threat forces, negate technological overmatches, and degrade targeting opportunities. Commanders will use technology and conduct police intelligence operations to influence and control populations, evacuate detainees and, conclusively, transition rehabilitative and reconciliation operations to other functional agencies. The combat identification of friend, foe, or neutral is used to differentiate combatants from noncombatants and friendly forces from threat forces.

Presenting army camps, hopefully not in a city near you:

Detainee facilities, an important planning consideration, are treated in the same basic fashion as any base camps. The same basic planning considerations are taken into  account. Some detainee facilities will be subordinate to a larger base camp but they may also be at a separate location.

Of course, none of this will be needed if the Army's Psyops work as required:

The PSYOP officer in charge of supporting I/R operations serves as the special staff officer responsible for PSYOP. The PSYOP officer advises the military police commander on the psychological impact of military police or MI actions to prevent misunderstandings and disturbances by detainees and DCs. The supporting I/R PSYOP team has two missions that reduce the need to divert military police assets to maintain security in the I/R facility.  The team—

• Assists the military police force in controlling detainees and DCs.
• Introduces detainees or DCs to U.S. and multinational policy.
• Develops PSYOP products that are designed to pacify and acclimate detainees or DCs to accept U.S. I/R facility authority and regulations.
• Gains the cooperation of detainees or DCs to reduce the number of guards needed.
• Identifies malcontents, trained agitators, and political leaders within the facility who may try to organize resistance or create disturbances.
• Develops and executes indoctrination programs to reduce or remove antagonistic attitudes.
• Identifies political activists.
• Provides loudspeaker support (such as administrative announcements and facility instructions when necessary).
• Helps the military police commander control detainee and DC populations during emergencies.
• Plans and executes a PSYOP

In other words, if and when the time comes to "override" Posse Comitatus, random US citizens may have two options: i) end up in the US version of a Gulag or, worse, ii) be shot. For now, however, just keep an eye on the various drill videos to get a sense of the US army's preparedness in dealing with "civil disobedience."

'Mystery disease' kills 18 in Nigeria

A "mysterious" disease has killed at least 18 people in the past several days in south-western Nigeria, local officials say.

The outbreak started in the Ode-Irele town, Ondo state, and spread rapidly.

The disease - characterised by blurred vision, headache and loss of consciousness - killed the victims within 24 hours of falling ill.

Local health officials and World Health Organization experts are now in the town to try to identify the disease.

Laboratory tests have so far ruled out Ebola or any other virus, Ondo government spokesman Kayode Akinmade was quoted as saying by the AFP news agency.

He described the illness as "mysterious".

WHO spokesman Gregory Hartl told AFP that all of those affected started showing symptoms between 13-15 April.

The unidentified disease appears to be attacking the central nervous system, state health commissioner Dayo Adeyanju told Nigeria's Premium Times.

ISIS Threatens Infowars For Exposing Secret Camp In Mexico

The Connection Between Jade Helm and ISIS

Publicly, The United States and Mexico deny that there are ISIS terrorists operating near El Paso, TX. However, the rapid deployment of FBI personnel, following the release of a Judicial Watch disclosure which reported that ISIS maintains a base camp only a few miles from El Paso, TX., is noteworthy. The fact that the gathering of FBI brass at the border, and DHS was not invited, speaks to the deep division that is forming within the government on this issue.

The Judicial Watch report has come under intense criticism from Federal officials since it surfaced three days ago. However, the criticism is irrelevant and false. The presence of the ISIS camp is merely part of a bigger paramilitary force preparing to attack selected targets inside of the United States.

ISIS is operating a camp just a few miles from El Paso, Texas, according to Judicial Watch sources that includes a Mexican Army field grade officer and a Mexican Federal Police Inspector. During the course of a joint operation last week, Mexican Army and federal law enforcement officials discovered documents in Arabic and Urdu, as well as “plans” of Fort Bliss. The implications are obvious.

According to documents uncovered by Judicial Watch, the Juárez Cartel helps ISIS terrorists move through the desert and across the border between Santa Teresa and Sunland Park, New Mexico. The report goes on to state that east of El Paso and Ciudad Juárez, cartel-backed “coyotes” are also smuggling ISIS terrorists through the unguarded border between Acala and Fort Hancock, Texas. The Judicial Watch documents specifically state that these particular areas are targeted by ISIS because of “their understaffed municipal and county police forces as well as the already existing relative safe-havens the areas provide for the unchecked large-scale drug smuggling”.

ISIS Targets Identified

According to Judicial Watch, “ISIS is conducting reconnaissance of regional universities; the White Sands Missile Range; government facilities in Alamogordo, NM; Ft. Bliss; and the electrical power facilities near Anapra and Chaparral, NM”.

The ISIS Base Camp Is Part of a Much Bigger Terrorist Organization

The Common Sense Show has discovered that there is incontrovertible evidence that criminal drug cartels, like Los Zetas and the Sinaloa’s have not only used MS-13 gangsters as hit men and child sex traffickers, but so has the Juarez Cartel (partners with the ISIS leaders of the base camp near El Paso). Also participating in this terror network are members of the Barrio Azteca gang and the purpose is to enforce their will upon the border region between Mexico and the United States.

Los Zetas have also conducted training in parts of Central and South America, and have even allowed MS-13 gangsters to lead in operations as when “El Comandante Kilo” operated in San Fernando on behalf of Los Zetas. This training consists of two parts, military training and assassination. In plain corporate language, the Mexican drug cartels are outsourcing paramilitary activities such as assassinations and terrorism and their new friends, ISIS, has a base camp only a few miles from American soil.

Mexican/Middle Eastern Terrorists Are Equipped with Military Grade Weapons

A very disturbing and recent report from the International Assessment and Strategy Center stated that MS-13 is moving away from handguns to the use of AK-47’s, along with grenades, rocket propelled grenade launchers, and light anti-tank weapons! The same think tank also reported that MS-13 gang recently acquired multiple shoulder-fired SA-7 anti-aircraft missile launchers obtained  from an open arms market in El Salvador from left over former civil war stockpiles. MS-13, and now ISIS, are equipping its forces with these weapons as they can easily knockout helicopters and airplanes from the skies and these weapons can be obtained for a mere $15,000. This is chump change for a gang associated with the drug cartels. The same report went on to state that MS-13 has begun to smuggle drugs, weapons and human beings for the Zetas. MS-13 members are being trained at Zetas camps outside San Salvador and the training includes high level military training being conducted by member of Hamas and Hezbollah.

Think TET offensive from the Viet Nam War. MS-13 and now, ISIS, are well-armed enough to take over cities by knocking out the headquarters of local police forces in a simultaneous series of attacks in which WMD’s are introduced on American soil. This belief is reinforced in the Judicial Watch report. However, if you still think this is far-fetched, please keep reading.

Paul Williams, a former FBI Consultant, wrote a book shortly after 9/11 and stated that reliable reports had reached United States officials that al Qaeda operatives were able to get at least two nuclear suitcase bombs into the United States. Williams went on to state that bin Laden had previously used his vast wealth, derived from control of Afghanistan’s poppy trade, to pay off high ranking MS-13 leaders. Williams further asserted that bin Laden paid as much as $50,ooo to smuggle sleeper agents into the United states. Williams is not alone in this belief as the author of Because They Hate: A Survivor of Islamic Terror Warns America, Brigitte Gabriel, stated that there are terrorists coming through our southern border due to the cooperation and joint efforts of  of MS-13 and Hezbollah and they are intent on introducing a Hiroshima event on American soil! And where you find Hezbollah, you will also find ISIS.

Official Proof of Terrorist Cells Moving Into the United States

Back in 2010, an internal memo was leaked from the Tucson Police Department. which stated that Islamic terrorist groups are commencing operations in Mexico and forming alarming ties with the country’s brutal drug cartels. In turn, the drug cartels are now associated with Hezbollah. The memo also references a large weapons stockpile in Mexico as evidenced by the 2010 Tijuana arrest of Hezbollah militant Jameel Nasr, who was given the job of establishing a well-armed Hezbollah network in Mexico and South America.

Nasr was apparently bringing this terror network north when he was captured. The memo also discussed the April 2009 arrest of Jamal Yousef in New York, which exposed a huge cache of assault rifles, hand grenades, explosives and anti-tank munitions. According to the report, the weapons were stored in Mexico, but only after being smuggled from Iraq by members of Hezbollah. As a temporary aside, where do you think ISIS is currently getting its weapons? The preceding references contained in the Tucson Police memo just answered that question.

Also, revealed in the report, according to Yousef, was the fact that the weapons were stored in Mexico after being smuggled from Iraq by members of Hezbollah. The memo further warns that there could be dire consequences due to the new level of cooperation between Hezbollah and Mexico’s drug partnerships and this could be disastrous given Hezbollah’s advanced and new weapons capabilities and paramilitary training conducted near San Salvador.

When one considers that ISIS is a hybrid terrorist organization, Hezbollah is a participatory ally in their terror network, and now ISIS has taken up residence only miles from the United States while President Obama is doing nothing!

The report goes on to state that some Mexican criminal organizations have started using small IEDs which is clearly illustrative of the use of car bombs which is a hallmark trait of Islamic terrorists.

A Cartel You Have Never Heard About

My DEA source was involved in drug interdiction in Peru, which is the leading cocaine producer in the world with a 325 metric tons of operation. One of his main jobs consisted of developing confidential sources (CS) into actionable intelligence information which could be used toward retarding of the blossoming drug trafficking business in Peru.

The Peruvian police and military only intercept 3-5% of the gross drug traffic and that is by design. It gives the appearance that something is being done, while a drug trafficking empire is being established in this country to a degree never imagined in the past.

Senior DEA officials are running interference for a massive drug organization known as the SANCHEZ-Paredes drug cartel and it is based out of Peru. However, not many Americans will have heard of this cartel. Yet, they have been around since 1976 and are more massive that any of the Mexican drug cartels in terms of the size and impact of its operations.

This drug cartel is protected by the Peruvian military. Coincidentally, my source tells me that the U.S. military has increased training exercises with the Peruvian military. In yesterday’s article, I revealed that the Mexican military is also increasing its training activities with the American military in the same manner. This is a case of the same song second verse. We know the Mexican military is completely compromised by the Sinaloa’s . I have some independent confirmation of the same being true in Peru, exclusive of my source that the Peruvian military is being trained on how to protect drug shipments and defend their drug turf by the U.S. military.

The Peruvian Pattern Is the Same As the U.S.

The TSA would have you believe that there is a terrorist who wants to kill every American boarding an airplane, so we should allow our children and wives to be groped by the pot bellied perverts at the TSA. They would have you believe that al-Qaeda is everywhere. Any investigative reporter worth their salt knows that al-Qaeda is a CIA front and participates in regime change operations from Libya to Syria to ISIS in Iraq.

The forces of al-Qaeda are nothing but the “boogey man” designed to make us give up more and more of our rights on a progressive basis. The same strategy is being employed in Peru through an organization known as Sendero Luminoso. The activities from Sendero Luminoso serve to cover the drug trafficking and money laundering activities of the SANCHEZ-Paredes cartel.

Sendero moves the cocaine across the Andes to the Sanchez-Pareds.  Another CS stated the Sanchez-Paredes are now the primary source of supply for Sinaloa cartel  and the still ongoing Fast and Furious operations, which took the life of Border Patrol Agent, Brian Terry. That means that Eric Holder’s pet project is not dead and Fast and Furious is designed to put guns in the hands of ISIS.

How the DEA is Facilitating Drug Trafficking

DEA senior officials are fully complicit in these operations. Let’s examine the leadership of Patrick Stenkamp who formerly served as the Regional Director (aka Special-Agent-In-Charge) in Peru. Peru now serves as the regional headquarters for the DEA in the region since Bolivia kicked the DEA out. Also, Peru has taken over the title of “King on Cocaine” from Columbia.

As Regional Director, Stenkamp decided what cases to pursue and which to conveniently ignore. According to my source, Stenkamp fired the last three special agents who dared to investigate the SANCHEZ-Paredes cartel. This group operates with impunity under the watchful eye of DEA leadership and if DEA special agents want to prolong and advance their careers, they better play along or they will end up like the three agents who tried to investigate the SANCHEZ-Paredes cartel, out of a job.

Niebla “The DEA said it was OK to run drugs into America”.

“Jesus Vicente Zambada-Niebla, the Sinaloa cartel’s “logistics coordinator” and son of a principal Sinaloa leader, asserted in court documents that Guzman is a U.S. informant and Sinaloa was “given carte blanche to continue to smuggle tons of illicit drugs into Chicago.”

“Niebla also alleged that Operation Fast and Furious was part of an agreement to finance and arm the cartel in exchange for information used to take down its rivals”. The details of the unholy agreement between the DEA and the Sinaloa cartel was that the DEA would allow 80% of all drug shipments into the United States in exchange for intelligence information on the other drug cartels. Why would the DEA want intelligence on the other cartels, yet, they would allow the Sinaloa cartel to continue with their drug operations right under the noses of the DEA. “The agents stated that this arrangement had been approved by high-ranking officials and federal prosecutors,” the Zambada-Niebla lawyer wrote”.

After being extradited to Chicago in February 2010, Zambada-Niebla argued that he was also “immune from arrest or prosecution” because he actively provided information to U.S. federal agents.

Niebla “The DEA said it was OK to run drugs into America”.

Niebla also alleged that Operation Fast and Furious was part of an agreement to finance and arm the cartel in exchange for information used to take down its rivals. This resurfaces the issue that Attorney General Eric Holder knew about the gun-running arrangements in Fast and Furious as we all knew he did.

The only plausible explanation serving to underlie this operation would be that the DEA is protecting the drug trafficking corridors for the banking elite that has hijacked our government.  The information supplied by the Sinaloa’s about their rivals protects the elites shipments from competition.

In summary, drugs are supplied from the SANCHEZ-Paredes cartel, who in turn ship the drugs to their middle men, the Sinaloa cartel. The original source of the drugs is Hezbollah’s interlocked partner, ISIS. The DEA is completely aware of this relationship and actively protects the business arrangement. AMERICA YOU ARE BEING SOLD OUT FROM THE INSIDE!

My DEA source also informed me that the members of the SANCHEZ-Paredes cartel travel freely to and from the United States where they own homes and do not pay taxes to the American government. Meanwhile, we continue to get felt up at the airport by the TSA in order to protect us from these kinds of terrorists. This should make your blood boil.

And what happened to Patrick Stenkamp? According to my source, he was implicated in a hit and run accident involving a Peruvian national and was removed from his position. Stenkamp eventually went to work for Chevron which is very interesting in itself. If you recall the Anthony Sutton and Patrick Wood book, Trilaterals Over Washington, you will remember that Chevron is an old guard mainstay of the Rockefeller empire. The more things change, the more they stay the same.

Connecting the Dots

This unholy alliance puts guns and well-trained paramilitary forces both on our border with Mexico and inside of the United States with terrorist cells poised to attack. And what will happen when they attack?

Events do not happen in isolation. Let’s not forget that we have the largest domestic dissident extraction and martial law suppression drill going on in United States History in Jade Helm 15.

While Jade Helm15 should be preparing to take out ISIS, the Sinoloa’s, the Juarez Cartel and all of their partners, they instead practicing on how to enslave the citizens of our country.

The Connection Between Jade Helm and ISIS

I have been a strong advocate of the notion that a false flag attack would allow Jade Helm to go live. I have not wavered in this strong possibility. And if Jade Helm does not go live, Jade Helm will have served the purpose of a pathfinder and at a future date, martial law will imposed upon the citizens of the United States based upon “lessons learned” from Jade Helm.

At the top of my list for false flag events designed to initiate martial law would be an economic collapse most likely coming from a cyber attack upon our banks in a matter similar to the FDIC, the Federal Reserve and the Banks in England practiced on November 10, 2014. Many of my colleagues believe that the intentional release of a bio agent will precipitate martial law. I agree that this, too, is a strong possibility. Now there is a third possibility and that is a paramilitary, TET like offensive attack in the Southwest. Which theory is correct? Why not all three? This would be the ultimate shock and awe if these events were to occur in proximity with each other and it would bring on martial law under the auspices of Jade Helm.

Conclusion

It is highly disturbing that certain elements in the Executive Branch of the government (e.g. DHS, DEA and the Attorney General) are complicit with the Sinola drug trafficking and resulting arms smuggling back into the hands of ISIS terrorists. Again, where you find the Sinoloas, you will also find the other cartels working as one network in conjunction with Hezbollah and ultimately ISIS. The intense paramilitary training combined with advanced weaponry speaks to a coming invasion of the United States.

These events also cast a new light on the Fast and Furious gun-running by Eric Holder. I have come to believe that Holder is involved in the process of arming ISIS and the smoking gun is Fast and Furious.

Finally, where you find Hezbollah, you will also find Russia. My insider sources have long told me that Hezbollah and their proxies have been running guns into Syria and Iran on behalf of Russia for years.
