This Is What Is Going To Happen If Ebola Comes To America



 

If the worst Ebola outbreak in recorded history reaches the United States, federal law permits "the apprehension and examination of any individual reasonably believed to be infected with a communicable disease". These individuals can be "detained for such time and in such manner as may be reasonably necessary". In other words, the federal government already has the authority to round people up against their will, take them to detention facilities and hold them there for as long as they feel it is "reasonably necessary". In addition, as you will read about below, the federal government has the authority "to separate and restrict the movement ofwell persons who may have been exposed to a communicable disease to see if they become ill". If you want to look at these laws in the broadest sense, they pretty much give the federal government the power to do almost anything that they want with us in the event of a major pandemic. Of course such a scenario probably would not be called "martial law", but it would probably feel a lot like it.

If Ebola comes to America and starts spreading, one of the first things that would happen would be for the CDC to issue "a federal isolation or quarantine order". The following is what the CDC website says about what could happen under such an order...


Isolation and quarantine are public health practices used to stop or limit the spread of disease.

Isolation is used to separate ill persons who have a communicable disease from those who are healthy. Isolation restricts the movement of ill persons to help stop the spread of certain diseases. For example, hospitals use isolation for patients with infectious tuberculosis.

Quarantine is used to separate and restrict the movement of well persons who may have been exposed to a communicable disease to see if they become ill. These people may have been exposed to a disease and do not know it, or they may have the disease but do not show symptoms. Quarantine can also help limit the spread of communicable disease.

Isolation and quarantine are used to protect the public by preventing exposure to infected persons or to persons who may be infected.

In addition to serving as medical functions, isolation and quarantine also are “police power” functions, derived from the right of the state to take action affecting individuals for the benefit of society.

"Isolation" would not be a voluntary thing. The federal government would start hunting down anyone that they "reasonably believed to be infected with a communicable disease" and taking them to the facilities where other patients were being held. It wouldn't matter if you were entirely convinced that you were 100% healthy. If the government wanted to take you in, you would have no rights in that situation. In fact, federal law would allow the government to detain you "for such time and in such manner as may be reasonably necessary".

And once you got locked up with all of the other Ebola patients, there would be a pretty good chance that you would end up getting the disease and dying anyway. The current Ebola outbreak has a 55 percent percent mortality rate, and experts tell us that the mortality rate for Ebola can be as high as 90 percent.

Once you contracted Ebola, this is what it would look like...


Sudden onset of fever, intense weakness, muscle pain, headache and sore throat. That is followed by vomiting, diarrhoea, rash, impaired kidney and liver function and internal and external bleeding.

The "external bleeding" may include bleeding from the eyes, ears, nose, mouth and just about every other major body cavity.

So how is Ebola spread?

Well, medical authorities tell us that it can be spread through the blood, urine, saliva, stools and semen of a person or animal that already has Ebola.

If you are exposed to the disease, the incubation period can be from anywhere from two days up to 21 days. But the average is usually about eight to ten days.

In other words, you can be spreading it around for over a week before you even know that you have it.

There is no vaccine for Ebola and there is no cure.

Not everyone dies from the virus, but most people do.

Needless to say, this is about the last disease that you want to catch. And the doctors that are treating Ebola patients in Africa are going to extreme lengths to keep from getting it...


To minimise the risk of infection they have to wear thick rubber boots that come up to their knees, an impermeable body suit, gloves, a face mask, a hood and goggles to ensure no air at all can touch their skin.

Dr Spencer, 27, and her colleagues lose up to five litres of sweat during a shift treating victims and have to spend two hours rehydrating afterwards.

They are only allowed to work for between four and six weeks in the field because the conditions are so gruelling.

At their camp they go through multiple decontaminations which includes spraying chlorine on their shoes.

But despite all of those extraordinary measures, multiple doctors have already gotten sick.

For example, one of the doctors leading the fight against Ebola, Dr. Sheik Humarr Khan, died on Tuesday...


A doctor who was on the front lines fighting theEbola outbreak in Sierra Leone has died from complications of the disease, Doctors Without Borders said Tuesday.

Dr. Sheik Humarr Khan fell ill early last week while overseeing Ebola treatment at Kenema Government Hospital, about 185 miles east of Sierra Leone's capital city, Freetown.

He was treated by the French aid group Medecins Sans Frontieres -- also known as Doctors Without Borders -- in Kailahun, Sierra Leone, up until his death, spokesman Tim Shenk said.

And two American doctors that went over to Africa to help fight the disease are now battling for their own lives...


Dr. Kent Brantly, who was treating victims of the Ebola outbreak in Liberia, is currently being treated in an isolation unit in the Liberian capital, Monrovia, the AP reported Tuesday.

"I'm praying fervently that God will help me survive this disease," Brantly said in an email Monday to Dr. David Mcray, the director of maternal-child health at John Peter Smith Hospital in Fort Worth, Texas. The Texas-born Brantly, 33, completed a four-year medical residency at the hospital, the AP said.

Brantly's wife and two young children left Liberia to return to Abilene, Texas, days before he began to show symptoms of Ebola. They are being monitored for any signs of fever, a City of Abilene spokeswoman told the AP.

A second American, aid worker Nancy Writebol of Charlotte, N.C., is also stricken with Ebola, according to CBS/AP. Writebol had been working as a hygienist to help decontaminate people at an Ebola care center in Monrovia.

This is not like other Ebola outbreaks.

Something seems different this time.

But instead of trying to keep things isolated to a few areas, global health authorities are going to start sending Ebola patients to other parts of the globe. For example, one German hospital has already agreed to start receiving Ebola patients...


A German hospital has agreed to treat Ebola patients amid widespread fears of a possible outbreak of the deadly disease in Europe. Over 670 people have already been killed by the disease in West Africa with doctors struggling to control the epidemic.

A German hospital in Hamburg agreed to accept patients following a request from the World Health Organization (WHO), Deutsche Welle reports. Doctors assure that the utmost precautions will be taken to make sure the disease does not spread during treatment. The patients will be kept in an isolation ward behind several airlocks, and doctors and nurses will wear body suits with their own oxygen supplies that will be burned every three hours.

Will Ebola patients also soon be sent to hospitals in the United States?

And of course there are many other ways that Ebola could spread to this country. For instance, all it would take would be for one infected person to get on one airplane and it could all be over.

Federal authorities seem to have been preparing for such an outbreak for quite a while. As my good friend Mac Slavo has pointed out, "biological diagnostic systems" were distributed to National Guard units in all 50 states back in April...


The Department of Defense informed Congress that it has deployed biological diagnostic systems to National Guard support teams in all 50 states, according to a report published by the Committee on Armed Services. The report, published in April amid growing fears that the Ebola hemorrhagic fever virus might spread outside of West Africa, says that the portable systems are designed for “low probability, high consequence” scenarios.

Some 340 Joint Biological Agent Identification and Diagnostic System (JBAIDS) units have thus far been given to emergency response personnel. The systems are “rapid, reliable, and [provide] simultaneous identification of specific biological agents and pathogens,” says executive officer for the DOD’s Chemical and Biological Defense group Carmen J. Spencer.

Let us certainly hope for the best.

Let us hope that this latest outbreak fizzles out and that we won't even be talking about this by the end of the year.

But experts are warning that if a major global pandemic does break out that millions upon millions of people could die.

If that happens, many people will go crazy with fear.

And we got just a little taste of some of the paranoia that an Ebola epidemic in America would create in Charlotte, North Carolina earlier this week...


A corridor of Carolinas Medical Center – Main’s Emergency Room was roped off on the first floor, near the entrance Wednesday.

A security guard was posted outside, to prevent anyone from crossing the line.

During a 4 p.m. press conference Katie Passaretti, who is an infectious disease specialist with CMC, said precautions were put into place when patient was brought in Tuesday night. The patient was traveling from Africa and arrived at the hospital around 11:30 p.m.

Around 3 a.m. the security precautions were put into place at the hospital, Passaretti said.

Passaretti said they determined the patient did not have Ebola. The patient has been discharged home.

It is not too hard to imagine forced quarantines and people being rounded up and shipped off to Ebola detention facilities.

In fact, if Ebola were to start spreading like wildfire in this country, many people would actually start demanding such measures.

For example, one member of Congress is already proposing that citizens of Guinea, Liberia and Sierra Leone (and any foreigner that has recently visited those nations) be kept out of the United States...


In a letter addressed to Secretary of State John Kerry and Department of Homeland Security Secretary Jeh Johnson, Alan Grayson, a Florida Democrat, proposed that citizens of Guinea, Liberia and Sierra Leone, as well as "any foreign person who has visited one of these nations 90 days prior to arriving in the United States" be kept out of the country. He urged the secretaries to "consider the enhanced risk Ebola now presents to the American public".

MOSCOW, July 31 (RIA Novosti) – Western economic sanctions undermine employment and stability not only in Russia but also in the European Union and cash-strapped Ukraine, the chairman of the Association of European Businesses (AEB) said Thursday.

“Business is creating wealth, employment and stability. And economic sanctions therefore undermine employment, the creation of wealth and stability. If we hit Russia, we also target employment in the European Union and employment in Ukraine, taking into account its trade volumes with Russia. If so, we only further destabilize Ukraine,” Philippe Pegorier told International Information Agency Rossiya Segodnya.

The businessman said Russian orders provide 300,000 people with jobs in Germany and around 100,000 jobs in France, and for the entire European Union the total could be “almost one million.”

“The European leadership will have to pay for the unemployed,” Pegorier said.

“Here in Russia we have investment, our enterprises. That’s why the EU and US sanctions against Russia are sanctions against us, European entrepreneurs. It turns out that the blow is dealt to us by our own people and sanctions against us are adopted by our own governments,” the AEB chairman said.

The EU Permanent Representatives Committee (Coreper) agreed Tuesday on a new package of sanctions targeting Russia’s financial, energy and defense sectors, followed swiftly by additional US penalties against Moscow.

Russian President Vladimir Putin earlier warned that economic sanctions would be mutually destructive in the modern, interconnected global economy.

The Association of European Businesses (AEB) represents and promotes the interests of European companies conducting business in and with Russia, and performs activities to improve the Russian business and trade environment and promote economic integration and partnership between Russia and the EU.

AMERICA IS FACING THE EXTINCTION LEVEL EVENT OF 124 SIMULTANEOUS FUKUSHIMA MELTDOWNS

The threats posed by a nuclear meltdown are catastrophic. What if the United States was facing 124 nuclear meltdowns, similar in scope to the meltdown at Fukushima, all at the same time?

Lessons Learned From Fukushima

Most aware Americans are cognizant of the fact that because of Fukushima, the fish of the earth are becoming inedible and the ocean currents as well as the prevailing ocean winds are carrying deadly radiation and the net effect is a lowering of life expectancy over the next generation. Additionally, the radioactivity has made its way into the transpiration cycle which means that crops are being dowsed with deadly radiation. The radiation has undoubtedly made its way into the water table in many areas and impacts every aspect of the food supply. One mere nuclear power plant meltdown has threatened the stability of the planet in so many ways. However, this article is not about the devastation of just one nuclear power plant failure at Fukushima, instead, this article focuses on the fact that the results from just ONE “successful false flag event, could launch North America into a doomsday scenario of having 124 Fukushima events occurring at the same time!
All that would have to happen for this nightmare to become a reality is a take down of the electrical grid presumably through the use of an EMP attack upon the power grid.
Do you know what the greatest threat posed to America with regard to an EMP attack would be? The facts behind the answer to this question will be addressed later in this article. Unfortunately, the immediate answer to this question is that America, and perhaps the entire planet, would be facing an EXTINCTION LEVEL EVENT.

Warnings From On High

Some top officials in government and in business have taken notice of the threat posed to America by an EMP attack. In January of 2013, and again in her August 2013  farewell address as the outgoing  Director of Homeland Security, Janet Napolitano made it clear that it was a matter of when, not if the grid was taken down by a “cyber 911″.

Joining the former DHS director in her concerns about an impending EMP attack is billionaire hedge fund manager Paul Singer who has issued a very dire warning for investors in which he calls the threat of a widespread blackout from an electromagnetic surge the “most significant danger” in the world.” Singer wrote to clients of his $24.8 billion Elliott Management on this past Monday in a standard investment update letter. “Even horrendous nuclear war, except in its most extreme form, can [be] a relatively localized issue, and the threat from asteroids can (possibly) be mitigated.”
Why isn’t something, along the lines of the Paul Singer proclamation of the need to do something to harden the grid against an EMP attack, being done right now? After all, Singer doesn’t pull any punches when he says that an EMP attack upon our grid would likely be worse than an asteroid strike upon the earth or all-out nuclear war. Are Paul Singer and Janet Napolitano simply lone voices in the wilderness whose dire warnings have no basis in fact? Or, is there is something much more dire going on?

American Regulators Are Aware of the Threat

American regulators have long known that a power failure lasting for days involving the power grid connected to a nuclear plant, regardless of the cause, would most likely lead to a dangerous radioactive leak in at least several nuclear power plants. A complete loss of electrical power poses a major problem for nuclear power plants because the reactor core must be kept cool as well as the back-up cooling systems, all of which require massive amounts of power to work. Heretofore, all the NERC drills which test the readiness of a nuclear power plant are predicated on the notion that a blackout will only last 24 hours or less. Amazingly, this is the sum total of a NERC litmus test. How long was power out to New Orleans following Katrina or to New Jersey due to Sandy? What are the odds that  power blackout effects of an EMP attack would last under 24 hours?
Although we have the technology needed to harden and protect our grid from an EMP event, whether natural or man-made, we have failed to do so. The cost for protecting the entire grid is placed at about the cost for one B-1 Stealth Bomber. Yet, as a nation, we have done nothing. This is inexplicable and inexcusable and any aware American would be within their rights to question the motives of the people who are running NERC. In this case, the buck stops with President Obama as the executive head of this agency.
Our collective inaction against protecting the grid prompted Congressman Franks to write a scathing letter to the top officials of NERC. The Franks’ letter can be accessed at this link. However, the good Congressman failed to mention the most important aspect of this problem. The problem is entirely fixable and NERC and the U.S. government are leaving the American people and its infrastructure totally unprotected from a total meltdown of nuclear power plants as a result of a prolonged power failure.

The Unresolved Power Blackout Problem

According to Judy Haar, a recognized expert in nuclear plant failure analyses, when a nuclear power plant loses access to off-grid electricity, the event is referred to as a “station blackout”. Haar states that all of the  US nuclear power plants are built to withstand electrical outages without experiencing any core damage, through the activation of an automatic start up of emergency generators powered by diesel. Further, when emergency power kicks in, an automatic shutdown of the nuclear power plant commences. The dangerous control rods are dropped into the core, while water is pumped by the diesel power generators into the reactor to reduce the heat and thus, prevent a meltdown. Here is the catch in this process, the spent fuel rods are encased in both a primary and secondary containment structure which is designed to withstand a core meltdown. However, should the pumps stop because either the generators fail or diesel fuel is not available, the fuel rods are subsequently uncovered and a Fukushima type of core meltdown commences immediately. 
A long-term loss of outside electrical power will most certainly interrupt the circulation of cooling water to the pools. One of my Palo Verde nuclear power plant sources informed me that there is no long term solution to a power blackout and that all bets are off if the blackout is due to an EMP attack. A more detailed analysis reveals that the spent fuel pools carry depleted fuel for the reactor. Normally, this spent fuel has had time to considerably decay and therefore, reducing radioactivity and heat. However, the newer discharged fuel still produces heat and needs cooling. Housed in high density storage racks, contained in buildings that vent directly into the atmosphere, radiation containment is not accounted for with regard to the spent fuel racks. In other words, there is no capture mechanism.
In this scenario, accompanied by a lengthy electrical outage, and with the emergency power waning due to either generator failure or a lack of diesel needed to power the generators, the plant could lose the ability to provide cooling. The water will subsequently heat up, boil away and uncover the spent fuel rods which required being covered in at least 25 feet of water to remain benign from any deleterious effects. Ultimately, this would lead to fires as well and the release of radioactivity into the atmosphere. This would be the beginning of another Fukushima event right here on American soil. Both my insider Palo Verde Nuclear Power Plant source and Haar shared exactly the same scenario about how a meltdown would occur.

Subsequently, I have spoken with my friend and colleague, Roger Landry, who worked for Raytheon in various Department of Defense projects for 28 years, many of them in this arena and Roger also confirmed this information and that the above information is well known in the industry. When I examine Congressman Franks letter to NERC and I read between the lines, it is clear that Congressman Franks knows of this risk as well, he just stops short of specifically mentioning it in his letter.

The Questions That Are Not Being Asked

None of the NERC, or the Nuclear Regulatory tests of handling a prolonged blackout at a nuclear power plant have answered two critical questions, “What happens when these nuclear power plants run out of diesel fuel needed to run the generators”, and “What happens when some of these generators fail”? In the event of an EMP attack, can tanker trucks with diesel fuel get to all of the nuclear power plants in the US in time to re-fuel them before they stop running? Will tanker trucks even be running themselves in the aftermath of an EMP attack? And in the event of an EMP attack, it is not likely that any plant which runs low on fuel, or has a generator malfunction, will ever get any help to mitigate the crisis prior to a plethora of meltdowns occurring. Thus, every nuclear power plant in the country has the potential to cause a Chernobyl or Fukushima type accident if our country is hit by an EMP attack.
What if the reason for the blackout is an EMP burst caused by a high altitude nuclear blast and transportation comes to a standstill? In this instance, the cavalry is not coming. No replacements or repairs requiring spare parts technology will be implemented. Adding fuel to the fire lies in the fact that the power transformers presently take at least one year to replace. Today, there is a three year backlog on ordering because so many have been ordered by China. This makes one wonder what the Chinese are preparing for with these multiple orders for both transformers and generators. In short, our unpreparedness is a prescription for disaster. As a byproduct of my investigation, I have discovered that most, if not all, of the nuclear power plants are on known earthquake fault lines. All of California’s nuclear power plants are located on an earthquake fault line.

Conclusion

Can anyone tell me why would anyone in their right mind build a nuclear power plant on a fault line?

Can anyone tell me why any government official, in their right mind, would fail to harden our power grid against an EMP attack for a mere $2 billion dollars?

In summary, I agree with Paul Singer in that this is the defining threat of our time and we are doing nothing about it  except to live in a state of denial and governmental inaction.

Obama Signs Executive Order to Detain Americans With ‘Respiratory Illnesses’



As the Ebola outbreak continues to cause concern, President Barack Obama has signed an amendment to an executive order that would allow him to mandate the apprehension and detention of Americans who merely show signs of “respiratory illness.”

The executive order, titled Revised List of Quarantinable Communicable Diseases, amends executive order 13295, passed by George W. Bush in April 2003, which allows for the, “apprehension, detention, or conditional release of individuals to prevent the introduction, transmission, or spread of suspected communicable diseases.”

The amendment signed by Obama replaces subsection (b) of the original Bush executive order which referred only to SARS. Obama’s amendment allows for the detention of Americans who display, “Severe acute respiratory syndromes, which are diseases that are associated with fever and signs and symptoms of pneumonia or other respiratory illness, are capable of being transmitted from person to person, and that either are causing, or have the potential to cause, a pandemic, or, upon infection, are highly likely to cause mortality or serious morbidity if not properly controlled.”

Although Ebola was listed on the original executive order signed by Bush, Obama’s amendment ensures that Americans who merely show signs of respiratory illness, with the exception of influenza, can be forcibly detained by medical authorities.

Although the quarantining of people suspected of being infected with the Ebola virus seems like a perfectly logical move, the actual preconditions for this to happen aren’t restricted to just those suffering from the disease.

As we highlighted earlier this week, the Centers for Disease Control and Prevention (CDC) has measures in place for dealing with an outbreak of a communicable disease which allow for the quarantine of “well persons” who “do not show symptoms” of the disease.

In addition, under the Model State Emergency Health Powers Act, public health authorities and governors would be given expanded police powers to seize control of communications devices, public and private property, as well as a host of other draconian measures in the event of a public health emergency.

When the legislation was introduced, the Association of American Physicians and Surgeons warned that it “could turn governors into dictators.”

Yesterday it was reported that Emory University Hospital in Atlanta was set to receive a patient infected with Ebola. A hospital in Germany also accepted an infected patient earlier this week. Some critics have raised concerns about the risk of deliberately importing infected individuals into the west.

There has been much speculation over the past three years about Turkey’s supporting radical Islamist groups in an attempt to end Syrian President Bashar al-Assad’s regime. Turkish Prime Minister Recep Tayyip Erdogan’s government, however, has categorically denied these allegations.

Yet the release of a video, allegedly showing a “jihadist” crowd gathering in Istanbul on July 28 for the prayers marking the end of the holy month of Ramadan, has sparked controversy. The recording was released by takvahaber.net, described by Turkish media as an online portal close to the Islamic State (IS).

This website was the only source that reported the assembling of this crowd in Omerli, on the Anatolian side of Istanbul. The 26-minute recording includes a long preaching segment. “Let God make us fight the just war of jihad,” the preacher says. “May God help jihadists and those who are patient for victory. May God help their shots hit the mark.”

Although the Turkish parliament was in summer recess, Sezgin Tanrikulu, a main opposition Republican People’s Party (CHP) deputy, submitted a written query through the speaker’s office, asking that it be answered by Interior Minister Efkan Ala. Asking the security establishment to confirm first whether this gathering took place in Istanbul and whether this was really a crowd affiliated with IS, Tanrikulu asked whether there were any IS camps within Turkey’s borders.

“Are the allegations true that the IS militants also use this open field for militant training?” Tanrikulu asked. “Have these people asked for any official permission to gather this crowd to mark the end of Ramadan? If so, who gave them this permission? What were the Istanbul security director and the head of gendarmerie in the Istanbul area doing when these people were calling for jihad there?”

He added, “Is it true that both the police department and the gendarmerie units were ordered not to interfere when the group, the extension of a terrorist organization, was calling for jihad in Istanbul? Who gave these orders?”

No Turkish government official has yet said a word about the affair. Speaking to Al-Monitor, Turkish authorities said they were so far dependent on this website’s allegation that this event took place in Istanbul. “Although we cannot provide you any official confirmation that this event took place in Istanbul, it seems quite likely that it was recorded where they claim it was,” one official who asked to remain anonymous told Al-Monitor.

These authorities also note various challenges they face. Although Turkey designates al-Qaeda as a terrorist organization, there is a big question mark whether IS militants are also categorized as “terrorists.” Once the state depicts a group as a terror organization, it activates all its tools to fight against its members. “It is not really clear whether there is any such order here,” this official told Al-Monitor. “What makes everything more complicated is that IS kidnapped Turkey’s Mosul Consulate members, and there are rumors about a tough ransom negotiation to rescue them.” The rumor is that Turkey will pay about $300 million to get its diplomats back.

IS stormed the Turkish Consulate in Mosul on June 11, taking hostage all 49 members of its staff hostage, including Consul General Ozturk Yilmaz.

The same authorities Al-Monitor talked to suggested that IS has actually shown its muscle to the Erdogan government by releasing this video. “The government has already put a gag order on the media not to report anything that could offend the IS. And they release this video footage — all in Turkish, shot in Istanbul, and there is no word from the government yet. They have taken the government hostage as well with this video,” this official told Al-Monitor. “If they don’t act today for the sake of saving these 49 diplomats, it is not clear what they can do next. It is a very delicate and tough decision for the government, but one has to draw the line before it gets too late.”

Put simply, whether the Erdogan government helped the radical Islamic groups fight against the Assad regime could be irrelevant, as these groups already openly operate in Turkish territory. What is relevant today is that these groups are posing a threat to Turkey in terms of potentially recruiting and radicalizing its own population. If IS is not really considered a terrorist organization, the security establishment is quite restricted in how it may act against these militants. Group does not offer "empty" words like other Arab nations who speak and do not act



The Islamic State of Iraq and the Levant (Isis) has told the Palestinian people that it is “only a matter of time” before they reach Palestine to join the fight against “barbaric Jews”.

The Islamic militant group, who last month announced a “Caliphate” straddling the Iraqi-Syrian border and renamed themselves the Islamic State, released the provocative statement on an Isis-affiliated Twitter account.

“It is only matter of time and patience before it [Islamic State] reaches Palestine to fight the barbaric Jews and kill those of them hiding behind the gharqad trees – the trees of the Jews,” the statement read.

The group said it would do “everything within its means” to continue the fight against any obstacle on the way to “Palestine”, alluding to the Middle Eastern territory before the creation of the State of Israel in 1948.

“As for the massacres taking place in Gaza against the Muslim men, women and children, then the Islamic State will do everything within its means to continue striking down every apostate who stands as an obstacle on its paths towards Palestine,” the group said.

The group and its “Caliph”, Abu Bakr al-Baghdadi, have faced criticism from some quarters for not coming to the aid of Palestinian civilians being killed in the Israeli Defense Forces’ Operation Protective Edge in Gaza.

Kiev’s Use of Aviation, Artillery Against Civilians Inadmissible – Russian General Staff




MOSCOW, July 31 (RIA Novosti) — Russia’s top military commander told his US counterpart in a phone conversation Thursday that the use of aviation and artillery against civilians in eastern Ukraine was inadmissible.

Russian Chief of General Staff Valery Gerasimov and Joint Chiefs Chairman Gen. Martin Dempsey discussed the situation in Ukraine and other issues, the Russian Defense Ministry said in a statement.

"Speaking about the situation in Ukraine, Gerasimov commented on the Ukrainian troops' actions in the conflict zone and stated the inadmissibility of the use of combat aviation, heavy artillery, including multiple-launch rocket systems, and missiles against the civilian population," the ministry said.

“He also cautioned [Dempsey] against moving NATO infrastructure towards Russia’s borders,” the statement said. “The sides have agreed to continue the contacts,” the ministry said.

Over the last months, NATO has boosted its military presence in the Baltics in connection with the situation in eastern Ukraine. The alliance explained such measures with the need to ensure the security of its allies.

Earlier, Russia’s Defense Minister Sergei Shoigu described NATO troops massing near Russian borders as "unprecedented."
